Good day Sir David! I am confused with my present situation.

I am here in Alberta under NOC D. But now, i received positive LMO for my new employer under NOC B - meaning from low skilled I will become skilled worker.

I have not applied for work permit yet because I still have these things in mind:

1. CIC allows spouse and dependant child to accompany the skilled worker in Canada.

2. Since I am in Canada at present, it is okay if I send my application for work permit OUTSIDE of Canada while I am PHYSICALLY present here in Canada? I will just sent my papers through courier to the Embassy in Manila instead of Vegreville (for change of employer) so that my wife and son can accompany me and pay package application with three payments.

3. If that is possible, I am planning then that once the work permit is granted, that will be the time I will go back to my home country to fetch my family.

Is this scenario possible?

There is no bar to submitting an application for a new work permit to a visa office abroad even though you are within Canada. The scenario that you propose is therefore viable, bearing in mind that you cannot start work for the new employer until the new work permit is granted.
