Workpermit on VisitorVisa inside Canada.Clarification please

On the following link on CIC web site http://www.cic.gc.ca/english/work/worker-3.html in the section "Applying for a Work Permit from Inside Canada" it says that "You may apply for a work permit after coming to Canada if: You have a temporary resident permit (TRP) that is valid for six or more months."

What I want to know is that a Visitor Visa is also an TRP so why a Visitor has to apply outside of Canada when a Visitor have a valid TRP.

First, please do not make duplicate postings of the same message. It benefits noone. Your duplicate post has been deleted.

A Temporary Resident Permit (TRP) is a document which allows admission of an otherwise inadmissible visitor (i.e., Temporary Resident). This is different from a Temporary Resident Visa. If a visitor is the holder of a TRP valid for 6 months or more, an application can be processed within Canada.
