My nephew received a Working Permit Visa in Bucharest after all the paper work and job offer have been processed but before the job had the LMO approval. The LMO requires the employer to pay him more than he offered but he cannot because all similar businesses in the area do not pay as much as the LMO requests.

Question: Is my nephew going to be able to work for this employer or another with this working permit visa he already obtained from the Canadian Embassy in Bucharest?

It is not clear how the work permit would have been issued prior to the LMO unless your nephew was eligible for an exemption under some other provision. In that case the LMO is not relevant nor is the salary prescribed.

Thank you David for taking the time to answer to my post. I spoke with the agent that is helping my nephew and she advised me that there is no such a thing like an exemption for Romanian citizens. Then, I wonder on what basis the Canadian Embassy in Bucharest, Romania issued the Work Permit visa.
They are going to come over(his wife received a visitor visa) to Canada and I believe that this LMO issue is going to be solved soon.
