Work Visa while awaiting outland PR application

Hi,
I apologize if this question has already been addressed but I have looked and have not found it thus far.
I am a Canadian Citizen applying to sponsor my spouse from the US, through an outland application ie. buffalo.
As we are awaiting the application to go through, as I have found out, it could talk quite a while from 6 to 12 months, can my spouse apply for a work permit if she has been offered a job by a Canadian employer and the employer of course gets an LMO etc..
If she can apply for a work permit while awaiting PR, would it be from inside Canada or from outside Canada?
I have seen on the CIC site that if she has applyed from PR and the application is in process, she can apply for a work visa, but this does not clarify what the case is, if she were to applying through the US, an outland application.

Your wife is eligible to apply for a work permit if she receives an offer of employment. As you mention, such an offer could be subject to the requirement of a Labour Market Opinion approval prior to the eligibility for the work permit itself. Such an application would generally be process outside of Canada, including - possibly - at a port of entry.

If the sponsorship application had been conducted inland, then she would have been eligible to seek an open work permit following approval-in-principle of such an application. I believe that this is the situation that you are referring to on the CIC site. As your sponsorship does not appear to be inland, those specific provisions would not apply.
