Work Visa and change of work location

Hi,

My spouse was issued a Canadian work visa. However when he applied, he put Calgary, Alberta in the application form because originally that's where his employer told that he will work. Then his visa was approved. However, he was contacted by his employer and told him that they need him to work in Toronto. Can he use his work visa in Toronto? And what should he say when the immigration officer who will issue him a work permit at the port of entry asked where he is going to work? My husband is thinking that if he said he will work in Toronto, there could be problem since in the embassy's database it was registered that he was supposed to work in Calgary, Alberta.

Does the work permit stipulate that he is not allowed to work in any other location than specified? This would be written on the document itself.

If yes, then a new work permit or change-of-terms is needed.
