Work Permit without Employment Letter

Hi, A friend of mine who is a Canadian Citizen told me that the laws recently changed because of the shortage of workers in Alberta. She said that now work permits are being issued within a few weeks and no employment letter is required- you basically get there and then search for work. Is this true? If so, how would you go about applying for such a permit?

Despite labour shortages in Alberta, candidates require offers of employment. Such offers may be subject to a Labour Market Opinion depending on the details of the case.
