Im from India and have applied for a temp work permit for Montreal and have submitted the necessary documents and my employers offer letter. Is a work permit sufficient for my entry to Canada or do I need a visa over and above the work permit. Im a little confused as the gulf countries issue separate visa and work permits per individual.

You will be issued an entry visa by the visa office in the context of your work permit application. Your work permit will actually only be issued at the port of entry as you arrive on the basis of that entry visa.
