We have a need to send workers from China to Canada for a mining project. Can the company that awarded us the project in Canada submit an LMO and provide an offer letter? I don't have a branch in Canada. Can I have some form of agreement with that company regarding the supply of labor and the wages?

An LMO application deriving from the Canadian contractor of your services is viable. Evidence of such a contract or a letter from the Canadian company may then comprise a portion of the presentation of the subsequent work permit application, which would be filed following LMO approval.
