Work permit at POE while already applied from outside

Hi,
I am a Swedish citizen with a job offer as a postdoc at a University in Halifax, NS. I’ve been awarded a Canadian fellowship that covers my salary and which I need to take up no later than March 1, unless I will lose the award.

I’ve been awaiting news about my application for temporary work permit which was sent to the high commission of Canada London/UK three weeks ago. A few days ago I was requested to send back an additional document to the London office, which was accordingly done. However, it’s not likely I’ll get the permit prior to the commence date for the award.

I therefore intend to travel by the end of February and apply for a permit at the port of entry. The move will include my spouse and son and I will bring the required documentation for all of us that was already sent to London.

To my question,
If I seek the work permit at the POE in Halifax, would there be any concern that I’ve already applied to the London office without not yet receiving an answer from them?

There is no specific bar to applying at the POE when an application is already pending at a visa office. The official may inquire as to the reason for doing so, but the one stated seems reasonable.
