Work permit expired June 28, 2010; applied for another LMO under a different employer but was initially denied because the rate had to be changed. Re-application was made last December and still waiting for a positive LMO. What are the chances of getting an approved work permit (after obtaining a positive LMO) inside Canada?

As you are outside of the eligible restoration period, there would not appear to be provisions permitting for an inland application for change of terms at this point. An application to a visa office abroad would likely be prescribed.
