Where to apply for Permanent Residency

Hi, I have been working in Toronto for 6 months and I want to apply for permanent residency under the skilled worker program. I have 88 points, so that shouldn't be a problem, but I don't know where do I have to apply. I could apply in my country of origin on the canadian embassy, but I am not sure if I can apply also in Buffalo. I also wonder what is the best option timewise?

Buffalo is probably better, I know the waiting list in the UK at the moment is currently 2-3 years, average processing time from what I hear in Buffalo is around about 2 months

Are you serious that the processing times from PGWP to PR are only 2 months if you go through Buffalo? That seems so short but so fantastic if it's true.
