If i apply through the skilled worker class from Ireland can i still visit canada while the application is in progress?

Yes, Canada does permit applicants to visit while a PR application is pending. Such an individual will be assessed for visitor admissibility and must be able to satisfy the immigration official that s/he intends to depart Canada if the temporary status expires prior to issuance of PR status.
