U.S. Resident with Panamanian citizenship

My girlfriend is a permanent resident of the US and has lived there for 8 years, however she is still a Panamanian citizen. She wants to move to Toronto to be with me but we don't have any plans of marriage just yet (the easiest route to immigrating here I assume). She has highschool and some post-secondary education, but has not received a job offer from any Canadian company. Is the outlook dismal (ie. should we give up hope and just break up?) or is there a snowball's chance in hell that she could try things out here for a while?

A job offer would be required for her to be eligible to presently apply for a work permit. A Service Canada Confirmation is a likely requirement. More details of the job offer would be necessary to determine the likelihood of success of the case.
