An intent to pursue PR status, whether eligible or not, is not grounds for admission to Canada as a visitor. His admissibility will be determined on the same basis as any other applicant for a temporary resident visa: an immigration official's subjective impression of the likelihood that the individual will depart Canada in the case that his status was to expire. Factors such as financial and familial ties to his home country will be considered.
