Hi David,
I have a work permit in BioScience filed which will be ended in May. I have applied for permanent residence and still be waiting for. A Thai restaurant offer me to work as a Thai Chef (which is my personal skills). Do we need the file number from HRSDC? If yes, how to get one. How long does it take for whole process? Should I apply for visitor visa as well?

All advise would be welcome.

HRSDC Confirmation of the job offer as a chef will be a requirement. The employer would need to submit the appropriate application to the HRSDC office responsible for its jurisdiction, a process which will take 45 days on average. Once the Confirmation is obtained, a work permit would be sought, which may take between a few days and several weeks depending on numerous factors including where and how the case is submitted.

When a work permit is issued, it is generally accompanied by a passport visa (visitor) for those that require. If you need a multiple entry visa, you would seek that.
