I hold a valid work permit until 2014. However, the work permit says that I can’t study unless authorized. Could you let me the process to be authorized to study while holding a work permit with these conditions?

As a general rule, you would need to seek a study permit to be able to attend an academic institution, with some limited exceptions (such as short term language courses). This can be done inland at the Case Processing Centre in Vegreville, at a visa office abroad, or potentially at a port of entry depending on nationality.
