My husband recently moved from the US to Vancouver as a temporary worker (football coach). My understanding is that I should be eligible for an open work visa, which I can apply for when I cross the border. Does anyone know what form on the CIC website I should be using to apply? (The only work permit application I see is the "Application for a Work Permit Made Outside of Canada" but that does not provide a space to indicate my husband's temporary worker status.)

As you state that you intend to apply at a port of entry, no application form is used. Only the supporting documentation is needed for such a case.
