Speeding up PR application

In November 2005 I obtained a work permit which did not require HRDC approval (MIS/Software Designer). Prior to leaving my home country (Sri Lanka) I also submitted a PR application under the Federal skilled worker program (This too was in Nov 2005).

I was made permanent in my current job in June 2006 and I have requested a work permit extension until 2008 Dec which is when my Passport expires.

My questions are
1: Given that the average processing time for a PR application is 48 months in Sri Lanka, would it be possible for me to request my file be transferred to the Buffalo processing center ?

2: Is there anyway that I can speed up the PR application process. ?

You can transfer the case to Buffalo, but it would begin processing at the begining one that process is completed. The standard delays at that office would then apply. Obtaining Confirmation of a permanent offer of employment via Service Canada could help speed up the PR application at either office by increasing the chances of an interview waiver.
