Restoring with refused LMO...HELP ASAP!!!

Hi there,

I have a friend who initially came to Canada on a temporary resident status-worker, but when his work permit expired, the employer filed for LMO but was refused, then his application for work permit was also refused but he was given 90 days to restore his status. Now he found another employer who also applied for LMO but was also refused, would this mean his restoration status that he filed would be denied and he might have to leave the country? If so, would it be okay to wait for actual papers telling him to leave Canada or should he leave rigth away? Or would it be possible that CIC would ask him again to restore for the 2nd time? If it's possible to restore for the 2nd time, is it wise for him to apply as a visitor while he looks for an employer or should he make sure he finds an employer who will assist him with a positive LMO?

And by the way, why is Canada so hard on immigrants who are willing to work but so lenient with lazy Canadians on welfare?
