Processing time for a Dependent Visa

Hello David,
I have been approved for a working visa as an Physical Therapist assistant in canada and I am currently located in the Philippines. It was processed in Canadian office in British Columbia. I am supposed to wait for the packet 3 to arrive this month that I will receive from the Canadian Embassy here in the Philippines. My question is this: If my dependents can file before my scheduled interview, is it true that they can come to canada within the year? If in case I will file for them after I have arrived here in Canada, how long does it take before they can accompany me in canada? Will it make a big difference between the time frame if I apply for them before I leave and we can be interviewed as a family and me going to canada first and they will follow within the year and the time frame if I apply for their dependent visa, on a later time? Thank you for whatever insight you can give me on this matter.

Dependents are eligible to seek admission along with a principal foreign worker via a separate application which may be submitted along with the work permit case, or in an application submitted at a later date. The admissibility of the principal candidate and such dependents is determined individually. There should not be a significant difference in processing delays if the case is submitted with or following the principal work permit case.
