PR application and need for transcripts

Hi Guys,
I am stucked with a small problem in filing application for PR. The Buffalo office specificallly asks for transcripts of all univrsity degrees in university sealed envelopes. Unfortunatey I am finding it difficult to get one from the place where I did my undergrad. I have already obtained one of my MS. Is it possible that I submit transcript of my highest degree and the officials accept my form assuming that I can get admitted in MS only after passing undergrad.
Another alternative can be that I submit notarized copies of my marksheets along with certificates. I am not sure which one gonna work and a bit puzzled write now.. Can any of you suggest what to do in such a situation.

A certified copy of your transcripts along with a written explanation of your inability to obtain sealed originals would be preferable to assuming that the officials will find that of your MS alone sufficient.
