Hi, I need advise on how to obtain a postgrad work permit.

I completed my degree at ryerson university in July 2009. I had to leave the country immediately as I had a family emergency back home.

I had to apply for a visitor visa in my country in order to return to Canada. I received a visitor status that expired in March 2010. I returned to Canada in october and called CIC multiple times because i needed to apply for a postgrad work permit.

Since my study permit expired in July 2009, they advised me to do the following:

-Re apply for a new study permit outside Canada
-once i get the study permit, apply for a postgrad work permit.

I got a letter from Ryerson stating that i need a study permit in order to get a postgrad work permit.

I sent my application to buffalo on october 27th and just received a letter today stating that:

"you have not satisfied me that you will leave canada by the end of your period authorized for you stay, and failed to satisfy me that you are a bonafide student in canada".

what do i need to do to get a study permit then apply for a post grad work permit.
