I have applied for permanent resident status in Canada through a process conducted by the Province of Quebec. I have already received the certificate of selection issued by that Province and am about to complete the application process, at this time at the Canadian Federal level through the Canadian Consulate in my country. My first choice is indeed to land and settle in Quebec, but will do so only after finding a job. Based on the recent contacts that I have made in Canada, it looks much easier to get a job in other provincies such as Alberta and Ontario rather than in Quebec as I would prefer. Assuming the application process at the Canadian Consulate is completed, I am then given the permanent resident status and receive a job offer from an employer in a province which is not Quebec, can I accept such offer from a legal standpoint, as I would not be settling in Quebec as opposed to what I had stated my intention were in the application documents? Assuming I am legally allowed to accept the offer and I land in Canada in this province where I would start working, could I move to Quebec later on if I manage to find a job there?

In principle, if you choose the province of Quebec as a destination, you do have to have an intent to live and work in Quebec. A change of such intention prior to your landing in Canada may constitute grounds for re-assessment of your case.

Once in Canada, you have freedom of movement that is guaranteed to you in the Canadian Charter of Rights and Freedoms. If it turns out that the intended destination you selected in Canada is not favorable to you upon your landing, then you are free to move to any other location in any province of Canada.

More specifically, as described in Section 6, of the Canadian Charter of Rights and Freedoms, it is stated:

Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right:
(a) to move to and take up residence in any province; and
(b) to pursue the gaining of a livelihood in any province.
