I want to pay fees for Off-line Work permit application by on-line. The problem is that whether I do not have any Credit cards such as VISA, Master, AE ... Can I ask my friend to use his Credit card to pay for me?. Is it available and legal?. Or I have to use my own Credit card.

In theory, there is no bar to someone else paying the fee on your behalf.
