Newspaper Ad

Hi there,

I've been doing some IT consulting for a Canadian company for a while and getting paid here in Brazil. They are now expanding their market to Latin America and want to hire me temporarily under the work permit to be a kind of technical support manager there in Canada for a group of technitians here in Brazil.

They've sent the request form to the HRSDC but they denied it saying the company needs to prove they tried to hire a Canadian first.

So now they are going to run an ad on a newspaper and re-send that form to the HRSDC.

I have basically two questions (actually one of them is from this company ...just got the email):

1.) Running the ad in one newspaper is enough ? Or ... how should they proceed ? For how long ? Could Workpolis and/or Monster.ca be another option ?

2.) They want to add "fluency in Portuguese" as one of the requirements for this position since it's going to be necessary for communication with the team here. Is this something the HRSDC takes into account when assessing their request or they rely purely on the technical skills ?

HRSDC does consider advertising outside of newspapers as valid. We have worked with ads from online resources such as Monster and Workopolis, as well as ads placed on the client's own web site. What is permissable will depend on the circumstances of the case.

Including language requirements is allowable if it is reasonable to assume that the position would require such. If the employee in this case must work with native Brazilians, it appears like a reasonable requirement.
