Need advice.

Hi,
Im a 21 year old Scottish electrician in the very early early stages of applying for PR.I am awaiting information about the process of PR visa but have done some research.

1.I understand that gaining a visa is unlikely if you have no job offer. Is this true? I cant believe a prospective employer would hold a job for the duration of the process.
2.When applying do i apply to the Federal government or with the province i wish to take up residency in (Nova Scotia).

Any help would be much appreciated!.

One doesn't need job offer to apply for PR, if you have 67 points. But if you don't and in order to get the number you should find one. They say it AE( arranged employment). People says it helps in processing fast.
Province of Alberta has started special project this Sept. They issue work permit processing seperately. Atkins is a European Recriutment Specialist. Being Electrician may help you.
