NAFTA temp work permit for perm job

I have a job offer for a public transportation planning job that I believe would qualify as "urban planner" under NAFTA. Problem is, the job is intended to be permanent, and the NAFTA work permit is supposed to be for temporary workers. How does one answer the question of expected end date for the job to get the temporary work permit if the job is likely to be permanent?

(The reason I'm not considering the permanent work permit for this job is that the job will start much sooner than the 17+ months or whatnot that a PWP requires in processing time.)

The initial offer of the position would have to have a fixed termination date consistent with the NAFTA provisions. Such an offer could allow for extension of the position subject to the appropriate immigration approvals.
