Loss of status (90 days notice)

My colleague was also refused work permit while applying inside Canada. The situation almost the same as mine

But the difference is that he got 90-day notice for status restoration. As formally his visitor status ended 1.5 moths ago after applying for work permit inside Canada, the question is when these 90 days start: from the day of receiving letter of refuse or from the date of formal end of previous status?

Should he leave Canada or he'll have pending status if he'll reapply for WP to Buffalo, but during application time these 90 days will come to end?

The 90 days would be based on the date of receipt of the decision, if the application was filed within the validity of the previous visitor status.
