I have got a WX-1 work permit for a year and my spouse who is my dependent applicant has got a visitor visa.
Since she may get admission for PhD in a Canadian university, she has to apply for Study permit.

I would be grateful if you could please let me know whether she can apply for the permit within canada online?
I've read that a work permit holder's spouse can apply online for the study permit.
If the answer is not affirmative, can she apply through the nearest canadian embassy in USA? What is the chance of telling her to return back to our home country?

The WX-1 visa is not a work permit and as such your spouse must apply for her permit from outside of Canada (typically a visa office abroad). With a Canadian visitor visa, she may do so via a visa office in the USA. That option which is less attractive if she does not have permission to enter the USA, as any interview for the case will be held at the visa to which the case is submitted.

I have three new questions:
First, would you please let me know if she can apply for an open work permit at the port of entry.
Secondly, I have to be in Canada for at least a year and as far as I know WX-1 visa is normally for short term visits. Is it likely that the officer at the port of entry to issue me a limited work permit?
Third, can I open up a bank account or have a credit card with such a visa? I think it is too limited! :(
