Information Technology Workers after Sept 30

The question is does this impact the NAFTA designations as referenced in Business People which clearly designates professionals as being exempt from the LMO requirement where at least one of the categories is computer systems analyst?

There appears to be a contradiction here and I am seeking some clarity if anyone understands the nuances of the ruling.

The IT program and NAFTA are entirely separate programs. Changes to one have absolutely no bearing on the other.
