Incomplete Permanent Residency application?

Hi David,

Any advice would be greatly appreciated.

I'm from NZ, currently on a Working Holiday visa in Toronto, working as a Software Trainer. I'm living here with my wife for 6 months, who's Canadian. Thing is my visa expires 30th March. I'm 32 so I don't think I qualify for a SWAP visa (?).

My work wants to sponsor me but unfortunately my LMO got rejected. They have reapplied, but I'm running out of time so I thought of applying for family sponsorship before my visa expires.

The only issues with this is (A)I contacted the authorities in NZ and they emailed me to say they can't provide a Police report, but I "can give authorization to the Canadian authorities to get one". (B) I have to wait a few more weeks to get my Marriage Certificate - i only have my Solemnization record at the moment. Unfortunately, I don't have a few weeks.

1) Will the CIC accept this, or will it be considered an incomplete app and be rejected outright??

2) Also would I be able to use the "Application to Change Conditions or Extend Your Stay in Canada as a Worker" to allow me to work while I am in process?

3) If not, what are my options? Would I be able to live here at least and not work - or do I have to leave and re-enter as a visitor when my visa is up? Obviously I do not want to leave my wife behind in Canada while I wait in NZ.
