have +ve LMO - Where can I apply?

Being an Australian Citizen, currently living in Canada am I eligilbe to apply for a new TWP at any Canadian Port of Entry?

CIC website indicates no. Can anyone confirm that?

An Australian citizen with a valid LMO can seek a work permit at a port of entry.
