I have tried the following sites:
--> WorkingDOTcom, WorkopolisDOTcom, and MonsterDOTca

But I was always disappointed, as the employers on these sites are only willing to consider the applicants living in canada.

I am a Graphic Designer by profession, and working in New Delhi(India)
Is there any database online where I can find just the right employer. Or a placement agency in canada who can surely get me a job or a job offer for a cost to make my immigration easy?

As far as I am aware, there are no credible sites which specialize in matching employers and foreign workers. Canadian employers who hire foreign workers do so out of a need to find specialized skills, or when faced with a shortage of Canadians available for a position. Other than in these situations, Canadian employers will generally prefer to hire Canadians in order to avoid the process of seeking a work permit.
