Employer does not yet employ Canadians?

Hi I have a query re a work permit. I entered Canada in 2008 as a skilled worker and worked there for a year before returning to Ireland. I am looking to re enter on a work permit this year for a different employer. The person in question has set up a company and needs a business partner in order to progress and take on staff (I am an Engineer with relevant experience). Would the fact that the company is yet to employ locals affect the LMO application? Thanks!

Although there is no provision barring approval of a LMO under such a circumstance, the absence of Canadian employees would be a significant hurdle unless it can be demonstrated that your employment is tied to creation of employment of Canadians.
