Submission of a complete and clear application is the best way to ensure its fastest processing at the visa office. Provincial nominee programs are based on guaranteed job offers and must be processed prior to a federal immigration application.

You may seek admission to Canada as a visitor prior to the conclusion of your permanent resident application, however your eligibility would be subject to the normal requirements. Visitors can seek employment in Canada, but must obtain a work permit in order to be eligible to start working.
