Different options. Which way should I go?

Hello,

I am a Belgian citizen, living in Belgium, with a Canadian girlfriend. We have decided I will move to Canada, so the past few days I have been gathering info on the subject. I know what options are available to me, but I'm not quite sure which one works best (and by 'best' I mean: 'will get me into Canada the fastest').

My situation:
    - I should qualify for PR as a Federal Skilled Worker;

    - My past work experience should allow me to find a job that meets the requirements listed in the national confirmation program for Information Technology Workers.
I realise the latter option - finding a job within the national confirmation program - should be the fastest way to enter the country. Some questions remain, however:
    - Is overseas job-hunting a viable option?

    - Should I already apply for PR as a Skilled Worker here in Europe (Paris, for Belgians) or wait with that application until I get to Canada on a temporary working permit?

    - If I do start the PR process here in Europe, can I somehow transfer the paperwork to Canada if and when I find employment?

    - Is a year of living and working in London, England, sufficient proof of my English language skills (I am a native speaker of Dutch) or will the Skilled Worker PR application demand additional certificates?

    - Is a lifetime of schooling in Belgium (where French is a big part of the curriculum, Belgium being partially French-speaking - just like Canada) sufficient proof of my French language skills or will the Skilled Worker PR application demand additional certificates?
