Is temporary work permit and temporary worker program the same? I might enter Canada to work in hotel (housekeeping) under the temporary worker program. Will I be able to apply for permanent status later on?

Yes, you can apply for PR while working in Canada with a temporary work permit. At present, cases must still be submitted outside of Canada, although provisions enabling in-Canada processing of some such cases is expected to be implemented.
