Change of Status' affect on PR application

I am currently on a PGWP Work permit till July 08. I applied for PR as a Quebec Skilled worker in Nov 08. Optimistically the application should have been decided upon by July.

In the case that it is not, I am considering returning to University to complete some side programs I had started.

Assuming I have to apply for a study permit:

A. Will make make an affect on my PR application?

B. Will I have to wait for the 6 months as a full time student before I can apply for an off campus work permit?

Obtaining a study permit, in itself, should not have any bearing on the outcome of a permanent resident application. One requirement for eligibility for an off-campus work permit is full time study for at least 6 months out of the 12 prior to application.
