Change employer on work permit at a port of entry

Please do accept my best greetings.I am an education policy researcher (NOC 4166) now, and this will be going to finish by December 10th 2011, Recently I received another offer as a mathematics curriculum writer (the same NOC 4166) with higher salary for 6 month with the possibility of indefinite extension. They are doing the positive LMO process from HRSDC and probably can take that next week and they asked me to start immediately. My present employer knows this and has no problem. I have a multiple work visa and it is valid to upcoming December 10th.
Now my question is:
When I got positive LMO can I go to the border ( Niagara Falls ), do the flagpole and take work permit for new employer?

What is your nationality? This will determine whether or not you can process a new work permit application at a port of entry.

I am Iranian, but as I mentioned I have a multiple visa and is valid up to next December.

You cannot apply at the port of entry based on your nationality. The possession of a multiple entry visa is not relevant.

Thank you for your prompt reply. I found one article in CIC document

in section 5.23 they indicated:

"Persons who hold a valid work permit, who wish to change their conditions or renew their work permit should apply inland, pursuant to R199. However, urgent situations do arise where clients need to change employers, or quickly renew a work permit which will soon expire. If a person seeking entry into Canada meets the requirements of R198 and R200, their work permit application shall be processed at the POE."

I would be appreciate if you kindly tell me about the URGENT situations and R198, R200.

A port of entry is not considered an inland processing venue. An inland renewal or change of terms would be processed at the Case Processing Centre in Vegreville, AB.
