Canadian Work Permit holder & questions on filing PR?

Hi All,

I need your advice and help.
I am currently working in the USA and would be starting work with the same company's Toronto (Canada) office from November.

I have my MBA from a accredited US university.
Once I start working in Canada on a temporary work permit, I intend to switch my USA visa status to H4 (dependent ) visa, since my wife would keep working on H1B (USA work visa) in USA.

I wanted your advice and help on the following points,

1) Should I file for Canadian PR before moving/starting to work in Toronto office (which means I will not get the 10 points for arranged employment) via the Buffalo processing center

OR

Should I wait till I enter Canada on my temporary work permit and file for Canadian PR. Can I file immediately or would I have to wait for 1 year before I can file? Also, which processing center would I be eligible to file at? Would it be inside Canada processing center or the Buffalo Canadian Consulate?

2) Suppose, I get my Canadian PR. Will I be eligible to file for my parents immediately or would I have to wait till I become a Canadian resident?

3) Finally, do you think i should file independently or hire an immigration attorneys (not a immigration consultant!) services?
Can anyone suggest some reputed Canadian immigration attorneys in Northeast USA region or Toronto, Canada region?
