My girlfriend is a US PR and she intends to move in with me in Canada. I am a Canadian Citizen. She is working in US. If she applies for Canadian Work Permit, will she get it? Is it better to apply to from US or apply after she moves in with me?

Also we plan to get married this summer. Will it be better for her to apply for work permit after marriage or it doesn't matter?

Regardless of marital status, her US PR status is not - in itself - sufficient to warrant issuance of a work permit. The normal Canadian work permit requirements would apply, and this may include the need for a Labour Market Opinion Confirmation.
