My sponsored PR has recently been sent to Mississauga.
My Canadian wife (sponsor) and I want to move to Canada
in 2 months. I will enter (hopefully) as a visitor for 6 months.
We will stay with family. I will look for work once there.

Am I allowed to apply for a work permit while in Canada?
Would both applications be considered dual intent?

I am an engineer and is a needed skill in BC/Alberta presently.

You are able to process a work permit application while within Canada. However, such an application would typically have to be submitted to a visa office abroad, or to a port of entry on the way into Canada.

Dual intent does refer to your situation, of seeking both temporary and permanent status concurrently.
