All of this is theoretically possible as long as you consider that the work permit application must be submitted to a visa office outside of Canada even if you are present as a visitor. Although possible, it is difficult to say how likely approval of any of the steps that you describe would be. For example, an application for a visitor visa solely on the basis of an intent to seek employment in Canada is not likely to be approved.
