I am an Indian citizen and I want to apply for a Canada Work permit. I am a Software Engineer with 7 years of experience and I do not have a Canadian job offer. My age is 32 years, am a 4 year Bachelor of Engineering and proficient in English language. So can I get an independent work permit so that I could come to Canada and search for jobs.

Also, please suggest whether I would be eligible to apply for applying for work permit for Ontario province or not.

The details of your Canadian job offer will determine the viability of a work permit application. At present, for the province of Ontario, it would be expected that a LMO approval will be needed prior to being able to pursue the work permit itself.
