Application for Permanent Residence by Temporary Resident

Hi, I would like to clarify this page:

This application is for persons who are in Canada on a valid temporary resident permit and wish to apply for permanent residence. Applicants must have lived continuously in Canada as permit holders for a minimum of three to five years (depending on the reason the applicant is inadmissible to Canada under the Act) before they are eligible to apply for permanent residence.


Is this a separate application process for PR than the Skilled-Worker program, meant for those who have already lived in Canada as temporary residents for several years? I've lived in Canada for 4.5 years as a student/worker, does this mean I should apply through this process as opposed to Skilled-Worker Program? Thanks!

I have never heard of this before.
I have been in Canada for 15 years. And it is currently on a work permit and waiting for my PR status.

No, actually its for a different kind of temporary residents, not study/work permit holders. :?
